Prior to the April 1 deadline, there were already calls from certain sectors for the continued adoption of flexible or off-site working arrangements for the IT-BPM sector without losing their tax advantages, which is a privilege of registered business enterprises (RBE) operating in special economic zones or free ports.

The Cebu IT-BPM organization has specifically called on the government to allow Cebu-based IT-BPM companies to continue with their WFH setup until July, as some supporting infrastructure has not been fully restored since the devastation of Typhoon Odette. December 16.

“Even if fully downgraded to Alert Level 1, the industry may not be able to achieve the desired full operational capability given the current telecommunications and related infrastructure situation, among other factors surrounding the industry ecosystem, such as but not limited to: public transport preparedness, especially during shifts as IT-BPM companies operate 24 hours a day; availability of sufficient pensions and decent housing to accommodate the crowds of people returning to work in Cebu,” Cib.O said in its position paper in March.

Peza said he continues to support the hybrid work setup.

“We hope that the new administration will immediately address these concerns of the WFH so that we can finally put an end to all these worries and frustrations. This is our call with our locators and workers,” Peza general manager Charito Plaza said in a statement.

IT-BPM companies that cannot resume their functions immediately even after April 1st can request a letter of authorization (LOA) from Peza with the necessary requirements.

“We are just returning to the regular ratio of our hybrid working model which does not exceed 30% WFH ratio. Currently, Peza has issued 444 LOAs to registered IT-BPMs and RBEs,” Plaza said.

“Our investors have also temporarily suspended their decisions to register with us because, apart from the upcoming change in our administration, our government has yet to release the Priority Investment Strategic Plan,” he said. she adds.

But returning to work, Finance Secretary Carlos Dominguez III explained that IT-BPM companies would not only help economic recovery, but also the micro, small and medium-sized enterprises that provide support to these companies, such as the convenience stores, food and service providers and transportation services in the vicinity of the respective ecozones. Full opening will also help the economy rebound from the pandemic and offset the external risks created by the Russian-Ukrainian crisis.

Currently, there is no official lifting of the state of calamity yet which is valid until September 2022.
